New MotoGP rule changes take immediate effect, including double long lap penalties for grid exits, testing privileges for injured riders, a freeze on 2027-spec testing, and wildcard limits in Moto2 and Moto3.

In a significant move to streamline regulations and ensure fairness across the MotoGP paddock, the Grand Prix Commission has announced a series of rule changes following meetings in March and April 2025. Effective immediately, these changes affect all Grand Prix classes and aim to simplify start procedures, support injured riders, regulate prototype testing, and limit wildcard entries.
Simplified Start Procedures Across All Classes
One key change affects how riders who leave the grid are treated. Previously, distinctions were made between those leaving due to mechanical issues and those making weather-related tyre changes. That distinction has now been eliminated.
Effective immediately:
- Any rider who leaves or fails to join the grid for any reason must start the warm-up lap from pit lane.
- They may take their original grid position after the warm-up, but must serve a double long lap penalty during the race.
- If a rider misses the warm-up lap entirely, they must start the race from pit lane as per existing rules.
- In the MotoGP class, a bike change is permitted under these circumstances, given the availability of two machines.
- The cap of a maximum of 10 riders starting from pit lane remains in effect, but this limit applies only to the race start—not the warm-up lap.
The Commission emphasised that this change enhances clarity for teams, race officials, and fans, and avoids subjective assessments of rider intent.
MotoGP Injured Rider Testing Provision Introduced
Another noteworthy amendment involves MotoGP riders recovering from injury. Riders who have missed:
- Three or more consecutive events, or
- At least 45 consecutive days of official competition
…will now be allowed one test day on a MotoGP machine to aid their return to fitness. This applies only to riders in the premier class.
The test must:
- Take place on a circuit where testing is permitted under existing concession rules,
- Not occur within eight weeks of a scheduled Grand Prix at the same circuit,
- Be conducted using up to three sets of tyres, counted against the manufacturer’s test allocation.
The goal is to balance rider safety and preparation with the integrity of competitive testing limits.
Freeze on 2027-Specification Machine Testing
Looking ahead to the future of the sport, all manufacturers have agreed not to conduct any testing of 2027-spec motorcycles during the 2025 season. Testing of next-generation machines will only be permitted starting 17 November 2025, after the conclusion of the current racing season.
This ensures a level playing field while giving teams adequate time for long-term development without disrupting current competition.
Wildcard Entry Limits in Moto2 and Moto3
Finally, to curb excessive reliance on wildcard entries and promote stable team participation, new restrictions have been introduced for Moto2 and Moto3:
- Each rider is now limited to three wildcard entries per season.
- Each team may also only field a maximum of three wildcards per season.
The aim is to encourage committed team entries rather than recurring wildcard appearances that can skew competition and logistics.
