The recent Malaysia’s Budget 2027 has introduced several measures that could affect motorcycle riders, particularly those who depend on motorcycles for their daily commute or earn a living through food and parcel delivery services.
Tabled by Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim on 9 October 2026, the budget focuses on improving household well-being, strengthening social protection and supporting economic growth. For the motorcycle community, the most direct announcements concern gig worker welfare and financial assistance for delivery riders.
RM160 Million Package to Support Delivery Riders
One of the main highlights for motorcyclists is a RM160 million joint package by the government and Grab to improve the income and welfare of e-hailing drivers and p-hailing delivery riders, starting in 2027.
The package covers improvements to minimum income rates, assistance for vehicle maintenance and insurance costs, as well as contributions to the Social Security Organisation (SOCSO).
According to the government, the measures are expected to improve monthly net income by up to RM227 for e-hailing drivers and RM100 for p-hailing riders. The initiative is particularly relevant to motorcycle delivery riders, who depend on their vehicles to earn an income and must regularly account for maintenance, fuel and insurance expenses.
The Gig Workers’ Consultative Council is also expected to finalise minimum income rates, income calculation methods and minimum social protection standards for gig workers by early 2027.
SOCSO and EPF Incentives for Gig Workers
Budget 2027 will also introduce financial incentives to encourage e-hailing drivers and p-hailing riders to strengthen their social protection and retirement savings.
The government will provide a 35% matching contribution incentive for SOCSO contributions by e-hailing and p-hailing workers. This can increase to 50% if the respective platform companies also contribute.
For retirement savings, the government will offer EPF matching contributions of up to RM600 per year, with a lifetime limit of RM6,000, for eligible e-hailing drivers and p-hailing riders. These measures aim to improve financial security for gig workers, many of whom operate independently and need to plan for their own retirement and social protection.
An additional tax relief of up to RM150 will also be available for voluntary contributions under the Skim Lindung 24 Jam and Lindung Kendiri schemes.
Beyond these incentives, Bank Simpanan Nasional (BSN) and Agrobank will provide RM270 million in financing for gig workers who want to start a business or purchase their first home.

Fuel Subsidies Remain a Key Consideration
Fuel expenses remain an important concern for motorcycle owners, especially those who travel long distances for work or rely on their motorcycles for delivery services.
The government expects fuel subsidies to remain at RM40 billion in 2027, forming part of its wider allocation for subsidies, assistance and incentives.
However, the Budget 2027 announcement does not specify a new motorcycle-specific fuel subsidy or additional petrol allowance for riders. The broader subsidy allocation should therefore not be interpreted as a separate financial benefit exclusively for motorcyclists.
What About Electric Motorcycle Rebates?
For riders considering a switch to electric motorcycles, the Budget 2027 headline announcements do not list a new or extended electric motorcycle purchase rebate.
The government previously introduced the Electric Motorcycle Usage Incentive Scheme, which offered rebates of up to RM2,400 to eligible buyers under earlier budgets.
As no new extension was identified in the Budget 2027 highlights available at the time of writing, prospective buyers should check for further official announcements before assuming the rebate remains available.

Road Maintenance and Infrastructure Funding
Budget 2027 also includes allocations for road infrastructure, particularly in Sabah and Sarawak. The government has set aside RM3.3 billion for road projects in both states, alongside RM350 million for federal road maintenance projects carried out by G1 to G4 contractors in Sabah and Sarawak.
Although these allocations are not specifically dedicated to motorcycles, road maintenance and infrastructure improvements are relevant to riders who rely on public roads every day.
What Budget 2027 Means for Motorcycle Riders
Overall, Budget 2027 places greater emphasis on improving the welfare and financial security of gig workers than on providing new incentives for motorcycle purchases.
For delivery riders, the RM160 million package, SOCSO matching incentives and EPF contributions could provide additional support for operating costs and long-term financial security.
For everyday motorcyclists and prospective buyers, fuel subsidies remain part of the government’s broader cost-of-living measures. However, the headline announcements do not introduce a new general motorcycle purchase subsidy or confirm an extension of the previous electric motorcycle rebate.
As further details emerge, riders should follow official government announcements for updates on eligibility, implementation dates and the specific requirements for each assistance programme.
