How to Transfer Motorcycle Ownership in Malaysia: A Complete Guide for Buyers and Sellers

Buying a used motorcycle is a popular choice among Malaysians because it is more affordable than buying a new one. However, after the process is complete, there is still one important step that cannot be overlooked, which is the transfer of motorcycle’s ownership.

Many people consider this process to be complicated and time-consuming. In fact, if all documents are prepared in advance and both parties understand the procedures, the ownership transfer process can be completed easily. So, what are the steps to do this ownership transfer process in Malaysia?

1. Make Sure the Motorcycle Has No Restrictions

Before starting the ownership transfer process, make sure the motorcycle does not have any restrictions such as active loans, outstanding summonses or status that prevents the name change process.

If the motorcycle is still under bank financing, the owner must first settle the loan or obtain a release from the financial institution before the transfer of ownership process can proceed. This step is important to avoid any problems when dealing with the Road Transport Department (JPJ).

2. Perform PUSPAKOM Inspection (If Required)

For most private motorcycle ownership transfers, PUSPAKOM inspection is not required. However, an inspection may be required in certain situations such as heavily modified motorcycles, imported motorcycles or special cases determined by the authorities. If you are unsure, check with JPJ beforehand to avoid any delays.

3. Complete the Transfer of Ownership via MySikap or JPJ

How to do it via MySikap

If you want to save time, the transfer of ownership can be done online via the JPJ MySikap portal. However, both the seller and the buyer must have an active MySikap account.

The steps are as follows:

  1. Seller logs in to their MySikap account.
  2. Select the Vehicle menu and click Application for Change of Ownership (Registered Owner).
  3. Enter the motorcycle registration number and buyer information.
  4. Double-check all information before submitting the application.
  5. The buyer then logs into their MySikap account to accept and confirm the application.
  6. Select the Vehicle menu and click on Application for Change of Ownership (New Owner).
  7. Once the application is confirmed, the buyer can continue the process as directed by the system, including obtaining insurance if they have not already done so and renewing roadtax if necessary.

Using MySikap allows most of the process to be done online before going to JPJ if necessary.

How to do it via the JPJ Counter

For those who prefers dealing face-to-face, transfer of ownership can also be done at any JPJ branch.

The steps are:

  1. Make sure the seller and buyer have prepared all the necessary documents.
  2. Visit any JPJ branch. It is best for the seller and buyer to come together to make things easier.
  3. Submit the documents to the JPJ officer for review.
  4. Buyer needs to ensure that motorcycle insurance is active before the transfer of ownership process is completed.
  5. Once the application is approved, the transfer of ownership will be registered in the buyer’s name.
  6. The buyer can then renew the roadtax if necessary before the motorcycle is used on the road.

Dealing at the counter is suitable for those who are not familiar with using MySikap or need direct assistance from a JPJ officer.

4. Make Sure Buyer Has Valid Insurance

After the transfer of ownership is completed, the buyer must have valid motorcycle insurance in their own name.

This is because insurance is one of the main requirements before a new roadtax can be issued. Therefore, once the sale and purchase transaction is agreed, buyers are encouraged to obtain insurance coverage in advance to speed up the name change process.

Documents That Need to Be Provided

To ensure the process runs smoothly, prepare the following documents:

  • Identification cards of seller and buyer
  • Vehicle Ownership Certificate (VOC) or Grant
  • Additional documents if requested by JPJ

Preparing all documents in advance can help speed up the process and prevent you from having to come back due to incomplete documents.
