Authorities will soon start training and licensing women to ride motorcycles after finalising new regulations, aiming to improve mobility, ease congestion and promote safer, electric transport options.

Women will soon be able to legally obtain motorcycle licences, following the government’s completion of the final regulatory and administrative steps needed to launch the programme.
Zahra Behrouz Azar, Deputy for Women and Family Affairs at the Presidency, confirmed that the implementation phase is about to begin. Police authorities are prepared to start training and licensing applicants.
After Wednesday’s cabinet meeting, Behrouz Azar said the government had completed coordination among all relevant agencies.
Mobility and daily life
Officials view motorcycle access as a practical solution to everyday challenges faced by women, particularly in crowded urban areas.
Behrouz Azar noted that motorcycles can help shorten commute times. This would ease traffic congestion and reduce air pollution, especially with the push toward electric models. However, until now, women have struggled with regulatory and insurance barriers that prevented them from obtaining licences legally.
The new framework aims to remove those obstacles and create a clear, standardised path to licensing.
Structured training and safety focus
The regulation introduces a two-part system.
The first outlines the training structure and requires female instructors and officers to oversee classes and testing, creating a more accessible and comfortable learning environment for women entering the programme.
The second focuses on safety and vehicle standards. The Ministry of Industry, Mine and Trade, along with the National Standards Organization and other agencies, will support the development of compliant motorcycles, particularly electric models, and ensure that proper safety equipment is available for riders.
Authorities say police have already established the necessary procedures and are ready to begin operations.
With the groundwork complete, officials emphasised that no formal barriers remain to prevent women from applying for motorcycle licences under the new rules.
The rollout marks a significant step toward expanding mobility options and promoting safer, more inclusive access to transportation.
