Singapore shifts gears on motorcycle safety by requiring every brand-new motorcycle registered from April 1, 2027, to come with anti-lock braking systems (ABS). This makes the country the first in ASEAN to enforce such a rule.
The decision follows months of consultations with the motor industry and arrives against a worrying backdrop. Fatal motorcycle accidents rose more than 20 per cent in 2024. On the other hand, deaths among riders and pillion riders climbed by a quarter compared to the previous year.
Why ABS Matters
ABS keeps the wheels from locking during sudden braking, helping riders stay upright and steer away from danger. Data from the World Health Organisation confirms the benefit, showing that motorcycles with ABS are 37 per cent less likely to be involved in fatal crashes.
Singapore’s own roads are ready for the upgrade. By the end of 2024, half of the country’s motorcycles will already have ABS. This gives the industry a head start before the mandate kicks in. Dealers have an 18-month window to clear existing stock and bring in compliant machines.
Current motorcycles without ABS can stay on the road. The rule applies only to bikes registered from April 2027 onward, so riders don’t need to rush out for a new machine.
Setting the Pace for the Region
Senior Minister of State for Transport Amy Khor flagged the possibility of an ABS mandate back in 2023, noting that any new safety technology needs to be reliable, cost-effective, and acceptable to riders. With prices falling and evidence mounting, regulators are now confident the technology is ready for prime time.
By locking in ABS as standard, Singapore isn’t just tightening safety rules—it’s setting a precedent for Southeast Asia. Other countries may soon feel the pressure to follow, as the island nation once again takes the lead in turning proven technology into policy.
