The film revolves around the titular character Luca Paguro – a young sea monster living in the city of Portorosso, Italy. Like other sea monsters, Luca was forbidden to go ashore by his parents for fear of human pursuit.
By chance one day, he met Alberto Scorfano – another young sea monster who lived alone on the shore for a long time. Alberto revealed that when on land, the sea monster looks exactly like a normal human. Eager to learn new things, Luca and Alberto set out to explore the terrestrial world.
